fine for using your cell phone in an area where use is restricted to hands-free mode might run you $100 or more. For $129.95, you can buy a device that prevents you from using your cell-phone when the vehicle is moving.

Called Scosche, the device, which is about the size of a printer's ink cartridge, can block out incoming and outgoing phone call.

It can also block out text messages and e-mail, and it can disable a phone's camera as well as other apps.

The device still allows calls to be placed with a hands-free system, and it allows calls to be made when the vehicle isn't in motion.

Should a rebellious teen try to disable the device, it will text out an alert to the device's owner (presumably the teen's parents) concerning the sabotage.

All one needs to do to use Scosche is to plug it into the car's on-board diagnostics system (OBD II) and download a special app for the phone. Scosche should work with at least 1,200 current cell phones.

There is a downside--the device can't tell between the driver's phone and a passenger's phone if both have the app.

Unlike some cell-phone blockers, the device doesn't use RF field to prevent data transmission, so it should be compliant with the FCC.
